CTSAMVM Raises Alarm Over Insecurity, Urges Parties to Uphold Peace Agreement

The Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) has raised concern over continued localized insecurity in South Sudan, despite a decline in major military confrontations.

Speaking at the opening of the 59th CTSAMVM Board Meeting in Juba on Monday, Chairperson Maj. Gen. Dr. Hailu Endashaw Atomsa said the security situation remains unpredictable, with abductions, forced recruitment, intercommunal tensions, cattle-related violence and restrictions on humanitarian access continuing to threaten civilians.

He said Greater Equatoria remained relatively stable, although parts of Western Equatoria experienced deteriorating security. Jonglei remained among the most volatile areas, while parts of the Greater Bahr el Ghazal region also faced security concerns, including reported forced recruitment in Lakes State.

The CTSAMVM Chairperson also condemned the August 24 attack on a UNMISS patrol in Pajut, Jonglei State, which killed two peacekeepers and injured seven others.The monitoring body is reviewing two alleged violations of the peace agreement, including civilian killings and armed confrontation in Nasir County, as well as an attack on SSPDF personnel in Makpandu involving SPLM/A-IO/NAS.

CTSAMVM has urged all parties to the peace agreement to uphold the Permanent Ceasefire, refrain from attacks, abductions and forced recruitment, and facilitate access for monitoring and verification missions.The body also called on the transitional government to strengthen civilian protection along high-risk roads and conflict-prone areas.

Gen. Hailu further warned that financial constraints are affecting CTSAMVM’s ability to sustain monitoring and field operations, calling for continued support from regional and international partners.

He reaffirmed CTSAMVM’s commitment to supporting the full implementation of the Revitalized Peace Agreement and contributing to a more peaceful and stable South Sudan.
