Juba County to Digitize Land Registry to Fight Fraud

Juba County has announced plans to digitalize its land registration system in a sweeping reform aimed at improving transparency, reducing disputes, and curbing fraudulent transactions.

The initiative was announced by Juba County Commissioner, Hon. Eng. Samuel Emiliano Wani Pitia, during a consultative meeting with the County Engineering Department.

Under the proposed reforms, the county will establish a digital land registration system and a centralized engineering database to modernize administration and secure record management. Pitia directed engineers to develop a unified framework covering land applications, registration, and transfers to directly address persistent challenges like multiple ownership claims and irregular transactions.

“We must modernize land management to protect ownership rights and improve accountability,” Pitia said, noting that all new maps will be centralized to ensure compliance with approved land-use plans.

Officials stated the digitalization program is expected to strengthen urban planning, enhance service delivery, and safeguard land records across the county. Authorities have called on technical teams to recommend appropriate software solutions to support the rollout.

County Security Coordinator, Hon. Simon Muze, welcomed the initiative, noting that a digital registry would significantly reduce land-related conflicts and improve local security. Engineering representatives pledged their support for the reforms, while emphasizing the need for accompanying regulations and stronger coordination in land management moving forward.
