Russia – South Sudan: a new milestone in the bilateral partnership with Juba
Russian – South Sudanese ties date back to Moscow’s recognition of the independence of the Republic of South Sudan declared on July 9, 2011. Diplomatic relations between the two countries were established on July 22 of the same year. Until December 2025, bilateral cooperation was facilitated through the Embassy of our country in Uganda, which performed its functions concurrently. This has created many difficulties in further promoting mutual contacts. The opening of the Embassy of the Russian Federation in the Republic of South Sudan was not just an important milestone in our diplomatic calendar. This is indeed, and without any exaggeration, a historic step that opens a fundamentally new chapter in relations between the two states. For the first time, Russia is deploying its full-fledged presence in this youngest country of the world.
This event has opened a new era in the history of friendship between the two countries. Russia was among the first states to recognize South Sudan’s independence, and today our bilateral relations have reached a new level of quality.
This cooperation is based on mutual respect, non-interference in internal affairs, trust, and consideration of each other’s interests. This is the cornerstone for building a just multipolar world – a vision which both countries share.
Currently, Russian – South Sudanese relations are not just on the rise, but are probably undergoing the most dynamic stage of their strengthening and rapid development. The most important keystone in this emerging trend was undoubtedly laid by the official visit of the President of the Republic of South Sudan, H.E. Salva Kiir Mayardit, to Moscow in September 2023 and his substantial talks with the President of the Russian Federation, H.E. Vladimir Putin. It was the decisions that made it to the highest level of our boosting bilateral relations.
Russia intends to develop a diverse and mutually beneficial partnership with South Sudan. Russian companies, with their extensive experience and advanced technologies, are ready to participate in the development of the country’s economy. Discussions are underway on projects not only in the traditional oil and gas sector, but also in renewable energy, hydropower, and geological exploration. Specific areas include modernizing hydroelectric power plants, introducing innovative solutions
to improve energy efficiency, as well as joint projects in mining and agriculture.
Special attention is paid to the humanitarian dimension. Russia is steadily increasing its number of scholarships for South Sudanese students, giving them the opportunity to acquire in-demand professions and build successful careers. Russian education has long been valued for its high quality, and this field remains one of the key pillars of bilateral cooperation. In this regard, the Russian Embassy in South Sudan pays special attention to the promotion of Russian Language among South Sudanese youth. It is planned to create specialized classrooms and educational centers, where students will be able to learn Russian, get acquainted with Russian history, culture and scientific achievements.
Russia makes a responsible contribution to strengthening peace and stability in South Sudan. Several Russian nationals work within the UN Mission in South Sudan, taking part in peacekeeping efforts and the country’s reconstruction.
The first national elections in the country’s history are due to be held in the Republic of South Sudan in the coming months. This is an essential element for the future development of the young state. Russia, as a reliable partner, has already demonstrated in practice its willingness to lend a shoulder and provide practical assistance to Juba. In May of this year, the specialists of the National Election Commission of the Republic of South Sudan were in Moscow, having the specialized training (at the expense of the Russian side) on the basis of the Central Election Commission of Russia.
We see great potential in deepening our cooperation. Together we can implement
the most ambitious projects and overcome any challenges.
Russia and South Sudan demonstrate the will to develop a full-fledged partnership based on pragmatism and mutual benefit. The current stage of bilateral relations can rightfully be called a new milestone in cooperation between Moscow and Juba, which opens up wide opportunities for joint work in the interests of both countries.
