South Sudan minister for peacebuilding, Stephen Par Kuol said on Tuesday intermittent communal violence is due to collapse of public institutions in the country.
“The issue of inter-communal violence that you see in the country here is alarming and the root causes of it is the collapse of government institutions, we are talking of unification of all the forces that have been fighting each other for the last nine years then we embark on dialogue with our communities,” Kuol said during the commemoration of the 78th anniversary since the founding of the United Nations in Juba.
“The communities are not in love with those weapons that they are carrying, they need to be assured of their own safety, for you to sustain peace in this country it must begin with sustainable public security,” he added.
Kuol said that peace building cannot be achieved without critically looking at the root cause of conflict and the drivers of insecurity in the country.
He disclosed this kind of violence will only end if the 2018 revitalized peace agreement is fully implemented.
“We have communities that are armed against each other and sometime also against the state, the state institutions collapsed long time ago, everybody is armed to protect his community,” Kuol said.
