The Juba based ambassadors of Troika countries have rejected president Salva Kiir’s yet to be announced roadmap for the implementation of the 2018 peace agreement.
TROIKA which composed of The USA, Norway and The United Kingdom said in a joint statement that President Kiir’s proposed roadmap is not inclusive as required by the peace deal.
“While we understand that your government is discussing a roadmap to deliver the many outstanding provisions of the R-ARCSS,we understand that all relevant parties to the R-ARCSS have not been included in consultations about the contents of the roadmap and an extension to the transitional period.” Reads part of a joint statement issued late on Wednesday and seen by Juba Echo.
Five parties signed a peace deal in 2018 (Revitalized Agreement on the Resolution of Conflict in the Republic of South Sudan, R-ARCSS).
The accord aimed to end a five-year civil war in the East African country but whereas the peace deal dictates for elections in December 2022, electoral laws have not been amended, voter registration and civic education have not began.
Reforms in the judiciary just commenced last week, various armed groups that were fighting each other have not been fully unified.
The peace deal is scheduled to end in February 2023 and president Kiir is expected to announce a way forward in the implementation of the peace deal on Thursday (today).
“The R-ARCSS requires all signatories be consulted should there be amendment to its provisions, therefore, whether a roadmap and an extension are seen as legitimate by the people of South Sudan, our position will therefore be informed by whether such consultations take place, we believe that involving other stakeholders is essential to achieving success.” Said Troika
